Be it as it may, Human Rights should be said to be as old as human themselves. For as long as there are human beings, Rights should be perceived to exist.
Times such as those of the World War II which lasted from 1939-145 provide basis for such sentiments. A warring state and that of Peace times give perspective respectively. A good example is the World War II visa vie the Cold War period, followed closely by the unsettling incidences thereafter.
Notably, as far as Human Rights go, The Universal Declaration of Human Rights is a landmark point in history. But it cannot be said to have discovered (so to say) what human rights should be. It is informative as for the basic forms which to launch and better inform provisions of Human Rights-Universally.

Typically, human society hosts classification of many variations and characteristics of different aspects socially, economically and politically. The endeavor towards advancement of governance, statesmanship (of whatever form) and human social evolution continues. Then it must be to the betterment of all and not the detriment of a few. Such is the talk of Democracy which has its issues which are not within the scope of the discussions of this write up.
The Cold War could be said to be a glimpse of what was left over of state capabilities, as far causality and social engineering goes. It is important to note that Human Rights are not granted, issued or given rather, they are to be accorded to each and every human. Such that without, a crisis that would ensue would mean the end of what advancements we have made as humanity thus far. Of course, there is debates on the limitation of certain Human Rights. In that, the regulations come, there is encroachment to the civil liberties which have direct consequences to Human Rights. Even then, juxtaposition and sharp contrasts of Rights and obligations should not in any way be construed to deprive any human of their inherent Rights.
Human Rights Defenders dedicate their lives to ensure that the Human Rights are respected and upheld accordingly. Such dedication is the reason that concepts such as Equality, Dignity, Life and fairness are upheld on governance and administration of instruments of Power.
Sometimes, narrow and toxic nationalism, tribalism and even ideologies are the in themselves what groups up to effectively divide individuals to acquiesce into waiving what is otherwise their Right. For example, the Freedom of expression, the Right to Protest, The Right to Life, the Right to be heard and the Right to Health and Education are only some of such Rights which most would quickly surrender for what is presented to be security.
To undermine Human Rights is in itself a threat to Humanity.
